This book constitutes the proceedings of the 28th International Conference on Technologies and Applications of Artificial Intelligence, TAAI 2023, which was held in Yunlin, Taiwan, during December 1-2, 2023. The 35 full papers and 12 short papers included in this book were carefully reviewed and selected from 193 submissions.
